The City Council of Alcorcón proposes to buy around 40 homes from the Permuta Plan to rehabilitate them and allocate them for rent. The measure aims to provide a solution for owners and improve the housing offer in the city.
The City Council of Alcorcón has taken a significant step towards improving access to housing by initiating negotiations to acquire approximately 40 properties belonging to the Permuta Plan. This initiative aims to rehabilitate these properties and allocate them to a municipal rental pool, which could benefit numerous citizens seeking affordable housing options. The mayor, Candelaria Testa, highlighted that this action represents a definitive solution for the programme users, who have been in an uncertain situation for over fifteen years. During a recent meeting with beneficiaries, Testa emphasised: "With this decision, we would finally provide a solution for these users and ensure they maintain their homes in the Ensanche Sur." The proposal arises after the disappearance of Emgiasa, the public company that managed these properties, leaving many homes unused and unmaintained. The lack of municipal intervention has generated a stagnation in urban development, preventing both the utilisation by owners and the necessary actions by the City Council. The local government has set a deadline for current owners to decide whether they wish to sell their homes and initiate the corresponding valuation process. This process will be carried out by an independent entity, thus ensuring a fair assessment based on current market conditions. Once the properties are acquired, the necessary works for their rehabilitation will be carried out before being incorporated into the social rental market. It is important to note that this sale will be completely voluntary; those owners who choose not to sell will be able to continue residing in their adapted homes within the Permuta Plan without changes to their current conditions. Furthermore, it is contemplated that if any heir recovers the original property after years of being unable to carry out conservation work due to municipal inaction, the City Council will assume the corresponding compensation for damages incurred during that time. This measure not only seeks to resolve individual problems but also to contribute to a broader landscape where access to decent housing in Alcorcón is facilitated. With this proactive approach to public real estate management, the City Council hopes to significantly improve housing quality and foster a more inclusive environment for all its citizens.
