That of Marta Morano Larragueta is one of them. A career civil servant, an expert in budgets and Social Security management, her name began to circulate strongly in January 2024 when she was appointed General Director of Social Security Management. The reason for the media attention was not only the position itself but a detail that added spice to the matter: Marta is the partner of the Minister of Economy, Carlos Cuerpo.

Subsequently, she moved to the General Directorate of Social Security Management, where she held the position of Deputy Director of Economic Monitoring of the System. Basically, the person responsible for ensuring that the Social Security accounts balance. Something that, given the complexity of the Spanish pension system, is not exactly a relaxed job.
Her next stop was the Independent Authority for Fiscal Responsibility (AIReF), where she was part of the Budget Analysis Division team. The AIReF is the body responsible for assessing whether the state budgets are realistic or, let’s say affectionately, optimistic. It was precisely in this body, under the direction of José Luis Escrivá, where Morano worked alongside Carlos Cuerpo, who at the time was directing the Division of Economic Analysis.
From 2019, Marta took on the Deputy General Directorate of Resources at Fremap, one of the main mutual collaborators of Social Security in Spain. In this position, she was responsible for the departments of accounting, treasury, budgeting and public procurement. More than four years managing the finances of a mutual that serves hundreds of thousands of workers.

What turned this appointment into news was not the position itself, but the context. Carlos Cuerpo had been appointed Minister of Economy just 20 days earlier, on December 29, 2023, after the departure of Nadia Calviño to the European Investment Bank (EIB). That his partner was appointed General Director in another ministry so soon after generated intense debate about possible conflicts of interest.
The Popular Party even requested a report from the Office of Conflict of Interests regarding the appointment. The Government, for its part, defended Morano's suitability for the position, arguing that her previous professional experience constituted “a valuable asset” for performing the role. And technically, the CV backed this up: Morano was not a newcomer to the world of Social Security, but someone who had been working in that very ecosystem for decades.
The inevitable comparison was with the case of Beatriz de Guindos in 2013, niece of then Minister of Economy, Luis de Guindos, who had to resign from her position at the CNMC in just 24 hours due to media pressure. In Morano's case, however, the appointment was maintained and the controversy gradually faded over time.

The relationship between Marta Morano and Carlos Cuerpo is probably the aspect of her personal life that has generated the most interest. They both met during their professional time at the AIReF, where they were part of the analysis team. What started as a relationship between colleagues evolved into a shared life.
Carlos Cuerpo Caballero, born in Badajoz in 1980, is an economist by training. He graduated in Economics from the University of Extremadura, completed a master’s degree at the London School of Economics and obtained his doctorate from the Autonomous University of Madrid. His career in the Administration took off after passing the competitive exams for the Higher Corps of Commercial Technicians and State Economists in 2008, one of the most demanding selection processes in the country.
Before becoming minister, Cuerpo held positions such as Deputy General Director of Public Debt, Director of the Division of Economic Analysis at the AIReF and Secretary General of the Treasury and International Financing. He was Nadia Calviño's right-hand man and took over the ministry after her departure.
Both Morano and Cuerpo came to the relationship with children from previous relationships. In total, the family includes three previous children from both, in addition to a daughter together named Cristina.
