The municipal plenary of Rivas-Vaciamadrid has approved a significant expansion of discounts on the IBI for large families. This measure will benefit nearly 90% of households in the municipality, improving their economic situation.
The recent decision by the municipal plenary of Rivas-Vaciamadrid will allow a growing number of large families to benefit from bonuses on the Property Tax (IBI). With this new regulation, nearly 9 out of 10 households will be able to access significant discounts, representing an important advance in local fiscal policy. Until now, large families in the general category enjoyed a reduction of 40% on properties with lower cadastral values and 30% on higher brackets. However, with the approval of the new framework, these percentages increase to 60% and 70%, respectively.
For families classified as special, the bonus also rises considerably: from the current 60% to a range between 80% and 90%—the maximum allowed by law. This change not only improves the fiscal situation of these families but also expands access to tax benefits for more citizens.
In addition, two new brackets have been introduced for properties with cadastral values ranging from 157,000 to 200,000 euros. These properties, which previously had no type of bonus, will now be able to enjoy discounts ranging from 10% to 30%.
With these modifications, the total proportion of properties eligible for some form of bonus will increase from 71% to a surprising 89% in Rivas-Vaciamadrid. This measure is part of a broader effort by the City Council to alleviate the tax burden on its citizens and promote greater social inclusion.
The plenary also approved other complementary measures that facilitate both payment and obtaining urban planning licenses. The previous minimum limit of 100 euros has been removed, allowing more taxpayers to take advantage of the Special Payment System. This system allows municipal taxes to be split into five installments with an additional 5% discount. Additionally, the option to pay taxes via Bizum has been enabled for those who do not set up direct debits.
As for the fees for urban planning licenses, their calculation has been simplified through a fixed rate based on the total budget of the project. This eliminates the old complicated modular tables and provides clarity to those wishing to renovate their homes or small businesses regarding the costs associated with these procedures.
The new regulations were approved thanks to the favourable votes of IU-MM-VQ and PSOE; meanwhile, PP, Vox, and an unaffiliated councillor chose to abstain during the vote. The modifications will officially come into force on 1 January 2027; however, those who meet the requirements before 31 December will be able to apply for their bonus until 15 February of the following year.
This comprehensive set of reforms aims not only to alleviate the economic burden on large families but also to foster a more favourable environment for all residents in Rivas-Vaciamadrid.
