A Controversial Draft Bill
The recent approval of the draft law for the Framework Statute of statutory personnel in health services has unleashed a wave of criticism in the Community of Madrid. The Minister of Presidency, Justice and Local Administration, Miguel Ángel García Martín, has described the process as "a betrayal" by the Ministry of Health, led by Minister Mónica García. In a press conference following the Government Council, García Martín expressed his discontent by stating that the text was approved without consensus with medical associations or with professionals in the sector.
The situation is further exacerbated as this draft bill has been presented amid a medical strike that has already lasted 26 days. According to data provided by the minister himself, this stoppage has had an economic impact exceeding 16 million euros, with over 10,470 surgeries rescheduled and more than 215,000 consultations suspended. The Ministry's "stubbornness" has led all doctors to unite against the proposed new model.
Despite the widespread rejection, Mónica García defends the legality and necessity of the draft bill. In her recent statements, she accused the autonomous communities of blocking the agreement with medical unions. She assured that all relevant demands are included in the approved text and announced an upcoming Interterritorial Council to address those aspects that do not pertain to the Framework Statute.
Although the Council of Ministers has given the green light to the draft bill in the first round, Mónica García emphasized that this is only a first step. The text will now go through a public procedure where amendments can be submitted before reaching Congress for final discussion. The minister stressed that she is open to modifications based on the opinions received during this process.
The Strike Committee formed by professional medical unions remains firm in its stance against the imposition of the new model, reflecting deep discontent within the healthcare sector. The call for a fifth consecutive week of strike is clear testimony of the existing unrest among medical professionals regarding how negotiations and decisions related to their future employment have been handled.
