Positive results in the Cold Campaign 2025-2026
The Cold Campaign 2025-2026, driven by the Madrid City Council, has proven to be a resounding success by providing accommodation and comprehensive care to 1,438 people who were in a situation of social exclusion and homelessness. This programme, which ran from 23 November 2025 to 31 March 2026, has achieved a remarkable 25% of beneficiaries managing to leave their precarious situation.
The report presented by the delegate for Social Policies, Family and Equality, José Fernández, highlights that the device offered 432 stable daily places, which allowed a total of 1,117 men to be assisted, representing 78%, and 321 women, making up 22%. It is important to note that this latter group has seen an increase in their representation, rising from 20.4% to 22.4% compared to the previous campaign.
Unlike previous editions, this campaign introduced daytime care for the first time, which expanded the possibilities for providing a more comprehensive response to the users' needs. In total, more than 8,357 social interventions were carried out, including individual assessments and personalised follow-ups.
Within the profile of those assisted, priority was given to young people under 30 years old (who represent more than a third), as well as to people over 65 years old and those with serious health conditions. The balance shows that 51% corresponded to homeless individuals while the remainder were people in socio-residential situations.
Despite being the responsibility of the central government, Madrid also provided support to 139 asylum seekers during their process towards international protection. Fernández emphasised the urgent need for collaboration with national authorities to improve this situation.
It was not just about accommodation; there was also a clear focus on social reintegration. Of the people assisted, 281 were referred to permanent resources such as the Municipal Network or specific social centres. Additionally, 51 managed to live independently and another nine were transferred to suitable residences.
Apart from the social work carried out, 7,242 health interventions were conducted by the municipal medical service. The recent inclusion of psychological support from the Samur Social team has been another significant advancement; so far, they have assisted 48 cases of users with specific emotional needs.
