The Independent Authority for Fiscal Responsibility has placed Parla in a critical state following the City Council's refusal to provide essential information. This situation jeopardises the economic sustainability of the municipality.
Parla finds itself in an alarming situation after receiving a public warning from the Independent Authority for Fiscal Responsibility (AIReF), which has classified the municipality as one presenting a critical risk. The main cause is the lack of cooperation from the City Council, which has not submitted the requested economic-financial information for the annual analysis of its budget execution. AIReF had requested this documentation on 20 May, granting successive deadlines until 17 July, without receiving any response from the Council.
Despite repeated requests, the City Council failed to fulfil its duty, leading AIReF to issue a resolution signed on 20 July, highlighting the non-compliance and warning about the consequences this entails for the municipality's financial assessment. This situation prevents Parla from being compared with other large councils in financial terms, which is crucial for understanding its economic situation.
The report reveals that Parla is classified as “Critical Risk” and specifically notes “Non-compliance with the duty of cooperation”, which could have serious repercussions on its ability to manage its public accounts. In this context, the spokesperson for the local People's Party (PP), Héctor Carracedo, has harshly criticised the municipal government, accusing it of operating with opacity and a lack of accountability.
Carracedo recalled that a year ago, AIReF had already warned about the need for the City Council to have 417 years to rectify its debt. Despite this prior warning, it seems that no effective measures have been taken and rather additional problems related to pending reports requested by the opposition have accumulated.
AIReF's mission is to oversee public finances and ensure fiscal sustainability among administrations. However, its work largely depends on access to accurate and timely information provided by local governments. The lack of transparency can lead to erroneous decisions and further exacerbate existing financial problems.
