A new horizon for research in Madrid
The Community of Madrid has taken a decisive step towards strengthening its scientific ecosystem with the approval of the VII Regional Plan for Scientific Research and Technological Innovation. This ambitious programme, which will be implemented over the next three years, has the main objective of boosting study projects and improving the working conditions of researchers.
The Governing Council has authorised a historic investment of 752 million euros, representing a 34% increase compared to previous plans. This financial injection is designed to consolidate Madrid as a national and international benchmark in research. Among the main lines of action are six strategic axes and eight programmes focused on attracting and retaining talent.
Among the most notable new features is a 40% increase in the budget allocated to Excellent Research initiatives, as well as a 29% growth for the Talent programme. Additionally, specific lines of aid have been created to hire highly qualified professionals, allowing public universities to expedite their hiring processes.
The plan also includes significant improvements in the predoctoral programme, including increases in remuneration and financial support for short stays abroad. These measures aim not only to attract new talent but also to retain those who are already contributing to regional scientific development.
A notable addition is the creation of the Amable Liñán initiative, aimed at supporting postdoctoral researchers with international experience. This measure aligns with efforts to prioritise academic excellence and consolidate emerging groups within the Madrid scientific field.
To further enhance its international positioning, a specific cheque will be established to fund proposals evaluated as excellent by the European Research Council. This will facilitate the hiring of R&D experts working directly from Brussels, thus increasing success rates and financial returns for European projects.
Apart from the financial focus, the plan includes a series of administrative reforms aimed at improving agreements with public universities. It is expected to increase transparency and simplify procedures through digitised processes that facilitate access to funding available to attract talent or develop innovative projects.
