An explosive debate
The Madrid Assembly became the scene of an intense political confrontation following the presentation of an initiative by the Popular Party (PP) aimed at reforming the penal execution system for those convicted of terrorism. The proposal, which seeks to limit the granting of prison benefits to these inmates, generated a series of heated reactions among the deputies, culminating in the expulsion of the deputy spokesperson for PSOE, Fernando Fernández Lara.
It all began when Daniel Portero, a PP deputy, defended the need to modify Article 90.8 of the Penal Code to tighten the conditions under which parole can be granted to terrorists. According to Portero, "it cannot be that only a generic letter of forgiveness is required without effective collaboration with Justice." This statement ignited tempers in the chamber.
As the debate progressed, tensions notably escalated. The deputy from Más Madrid, Hugo Martínez Abarca, did not hesitate to raise his voice against his PP colleagues: "You will not silence us!" he shouted while accusing his opponents of trying to silence those who disagreed with them. His intervention was followed by a hostile verbal exchange between several members of PSOE and PP.
Amid the chaos, Fernández Lara requested the floor again to refute what his opponents had said, but he was interrupted by Vice President Ana Millán, who withdrew his turn. This provoked his anger and led to his expulsion after being called to order several times. As he left the chamber, he had a tense encounter with Enrique Serrano, a PP deputy, which forced other socialist members to intervene to calm the situation.
In the wake of the altercation, almost the entire socialist parliamentary group decided to leave the chamber as a sign of protest against what they considered an unjustified attack on their deputy spokesperson. Mar Espinar, the socialist spokesperson, lamented that the debate had completely spiralled out of control and criticized the accusations made from the PP ranks.
Aside from the tumult generated during the discussion, it is important to note that the initiative approved by the PP seeks to make significant changes in how prison benefits for terrorism-related crimes are managed. A comprehensive reform is proposed that includes modifications to the current prison regime and establishes stricter requirements for accessing benefits such as parole.
As the initial tensions from this violent episode in the Assembly dissipate, both political parties and social organizations are beginning to speak out about the ethical and legal implications of this proposed reform. Critical voices warn of potential violations of human rights if such drastic changes are implemented without adequately considering all the perspectives involved.
