Madrid moves forward with the construction of 600 affordable homes in Los Ahijones and Los Berrocales

A firm step towards affordable housing

The City Council of Madrid has given a new boost to its ambitious Suma Vivienda Plan, with the recent opening of the second phase that promises to transform the housing landscape in the districts of Los Ahijones and Los Berrocales. Six companies from the real estate sector have shown interest in participating in this project, ensuring bids for all available lots.

The Municipal Housing and Land Company (EMVS) has confirmed that more than 600 homes for affordable rent will be built, with a distribution that anticipates around 400 units in Los Ahijones and the rest in Los Berrocales. This development will not only provide homes for approximately 1,600 Madrileños, but also represents a significant effort by the City Council to address the housing crisis in the capital.

Mayor José Luis Martínez-Almeida has emphasized that one of the fundamental criteria for selecting the winning companies will be the reduction of rental prices. An additional 5% reduction in rents is expected to be implemented, which is a significant relief for future tenants. Furthermore, the use of industrial construction techniques will be prioritized to accelerate building timelines.

This public-private collaboration model not only aims to quickly offer affordable housing but is also expected to generate savings of around 360 million euros for municipal coffers. The selected companies will take on both the construction and management of these homes for an initial period of 70 years, after which they will become part of the municipal heritage.

A notable feature of the plan is its ability to broaden the economic profile of potential tenants. While direct management by EMVS limits incomes to 3.5 times the Public Indicator of Multiple Effects Income (IPREM), this collaboration allows that threshold to be extended to 5.5 times the IPREM. This means that more Madrileños will be able to access these public homes, who traditionally could not compete in the free market.

As this project progresses, it is anticipated that construction could begin between the end of the second half of 2026 and the end of 2027. The simultaneity between urban and building works will be crucial to meet the established deadlines and ensure prompt housing availability.
