The Popular Municipal Group will present a motion at the July plenary to establish clear criteria for the transfer of spaces to associations. The lack of common rules has caused discontent among local entities.
The absence of a clear regulatory framework for the transfer of municipal spaces has led the Popular Municipal Group (PP) of Alcorcón to present a motion that will be discussed at the plenary next July. The proposal aims to establish a Unique Municipal Protocol for the Transfer of Spaces, ensuring equality and transparency in access to public resources by associations and non-profit entities. This initiative arises after receiving complaints from several organizations about the disparity in the criteria used by different councils to grant rooms or authorise activities. Roberto Marín Vergara, spokesperson for the PP, emphasised that “associations play a fundamental role in our neighbourhoods and deserve clear rules, equal opportunities, and transparent access to municipal resources.”
The motion includes the creation of a public and updated inventory detailing the municipal venues available for temporary transfers. This inventory must include information on capacity, equipment, and availability schedule for each space, as well as the responsible department. Additionally, it proposes publishing an annual report that collects data on submitted requests, granted authorisations, and denials, along with their reasons.
The PP considers it essential to have a modern regulation that governs citizen participation. Currently, the existing regulation was approved in 2012 and has not been updated since then. Marín Vergara stressed that “the municipal government cannot speak of citizen participation while entities do not have clear rules or sufficient information.” This situation highlights the urgent need to reform existing regulations to adapt them to current demands.
In comparison to other localities where similar protocols have been implemented, Alcorcón appears to be lagging behind. For example, cities like Getafe have established clear frameworks that facilitate equitable access to their public facilities by various community organizations.
The PP's proposal not only seeks to improve access to municipal spaces but also to foster greater collaboration between the City Council and local associations. This could result in a significant increase in cultural and social activity within the municipality.
Interested residents will be able to follow the development of the plenary where this motion will be discussed through the official channel of the City Council or attend the event scheduled for early next month. The effective implementation of the protocol could mark a positive change in how public resources aimed at strengthening the local social fabric are managed.
