The Plenary of Leganés has given the green light to the 2026 Budgets, dismissing the only objection presented by CCOO. This agreement marks the end of a process marked by political tensions.
Leganés has definitively approved its municipal budgets for the year 2026 in an extraordinary Plenary held last Friday. The decision was made after dismissing the only objection presented during the public consultation period, which was made by the union CCOO. This budgeting process has been one of the most complicated in recent years due to the lack of an absolute majority in the local government, composed of PP and ULEG, and tensions with the opposition.
The approval was not straightforward. Initially, the Budgets did not have the necessary support in the Plenary, which led Mayor Miguel Ángel Recuenco to raise a confidence issue linked to their approval. Although the opposition voted against, no alternative motion of censure was presented during the established legal period, allowing the confidence issue to be automatically passed and the accounts to continue their processing.
During the public consultation period, only one objection was registered by the CCOO union. The Councillor for Finance, María Pilar Fernández, argued that this claim did not meet the legal requirements to challenge a municipal budget and was related to labour issues outside the budgetary scope.
Despite the support of the local government, the opposition harshly criticized the inadmissibility of the objection. From Más Madrid, Carlos Javier Poblete highlighted that the concerns raised were linked to the Equality Plan and a salary audit. For her part, Concepción Saugar from the PSOE deemed the legal justification given for rejecting the claim insufficient.
Despite the widespread rejection from other political groups such as Podemos and Vox, the favourable votes from PP and ULEG were enough to approve the municipal accounts. This outcome puts an end to a process full of uncertainties and political tensions in Leganés.
From now on, citizens will be able to consult the details of the new budget on the official website of the City Council. The new measures will come into effect next month.
