A Controversial Relocation
The Town Hall of Torrejón de Ardoz has made a decision that has generated intense debate in the local community. Luis Antonio Moreno Pascual, former chief commissioner of the Local Police of Alcalá de Henares, will be relocated as a education technician following his resignation in February 2026, prompted by his summons as an investigated party for alleged crimes of sexual assault and workplace harassment.
Despite having requested his reinstatement to the police force where he worked until 2024, the Town Hall has decided not to allow his return to police-related functions. Current regulations do not provide for the automatic reservation of the position after a transfer to another administration, which has led to this relocation.
The municipal administration argues that it is necessary to ensure a physical separation between the investigated party and the complainants, who are a police officer and a municipal janitor. This measure aims to protect the victims while the judicial investigation continues.
The events that have led to this situation date back to September of last year, when two women filed complaints against Moreno. One officer reported non-consensual sexual relations, while the other alleged she was a victim of sexual assault in a motel during her process to become a police officer.
The Town Hall's decision has sparked criticism from the municipal opposition, which denounces a lack of transparency and opacity in handling the case. Unions have also expressed concern over not being adequately informed about the steps taken by the Town Hall. It is claimed that Moreno has already accepted the new position as education technician, although this information has not been officially confirmed.
The case remains under investigation in the Court of Violence Against Women number 1 of Torrejón de Ardoz. The proceedings include alleged crimes such as gender-based violence, sexual assault, and workplace harassment. The community awaits clear answers on how these serious charges will be handled while Moreno assumes his new administrative duties.
