A new requirement for public transport users in Madrid
From 15 June, the Community of Madrid will require applicants for the personal public transport pass (TTP-personal) to prove their residency in the region or in certain municipalities of Castilla-La Mancha and Castilla y León. This measure, which affects both new applications and duplicates, aims to regulate access to this non-transferable pass that allows products linked to a specific person to be loaded.
To obtain the TTP-personal, users must present a valid certificate of residency. This document can be provided directly by the applicant or verified by the Administration if permission is granted for this. The complete list of municipalities included in this regulation is available on the website of the Regional Transport Consortium.
Despite this new regulation, authorities have clarified that it will not have retroactive effects; that is, cards already issued will remain valid under their current conditions. It is estimated that only around 3.4% of users will be affected by this change. Additionally, a temporary exception has been established for holders of large family status, who will be able to continue obtaining their TTP-personal while technological issues related to its application are resolved.
The regional government has justified this decision as part of the implementation of what is stipulated in the Regional Transport Consortium Law, which establishes that discounts must be aimed at local residents or those territories with specific agreements. This regulation had been postponed for years due to technological limitations and the repercussions arising from the pandemic.
